Like that.

The hero is making a big speech about justice and friendship? Grab one of his friends and use them as a hostage right in the middle of his speech. Goku is starting to power up? Go up and punch him in the face right away. Magical girls transforming to fight you? Launch a fucking missile at them while they're standing there all sparkly. The young hero is trying to win money to save his parents' failing business? Buy them out. There's no point in a villain having lots of money if he's not gonna use it to screw the rules.

We need more of that. More villains that are genre-savvy enough to not fall for the cliches like "talking is a free action" or "I won't kill you now, your suffering must be so much worse" and just want to get their evil job done as quickly and efficiently as possible. Even if it's just one minor villain in a show with lots more, I want to see a villain so dedicated to completing their evil job in the most efficient way that even the main villain they're an underling to is like "that was a dick move, but great job".
