Rule 63 of the internet has been around far longer than that: "For every fictional character, there exists a fan-made counterpart of the opposite sex." People have been drawing female versions of Naruto, Luffy, Inuyasha, and many, many other anime characters for a long time now. Going the other way (female to male) is also done a lot, but is less popular than going male to female. Heck, Ranma is basically "Rule 63: The Anime" and that show aired in 1989: https://myanimelist.net/anime/210/Ranma
