Your opinion always matters and I can even understand it to some extent, since people on drugs are probably (sometimes) more dangerous then people who are not (although alcohol is/should be considered a drug as well in such cases...but yeah, making alcohol illegal didn't work very well).

I do agree with the driving while high/drunk restrictions. I hate our prison system, but if you physically put other people in harms way, you should be prevented from doing that again.

I would go something like this though.

First time you get caught driving drunk/high as long as nobody was hurt in an accident you have your license suspended for 6 months to give you a taste of what living without a car will be.

Second time it is revoked for life, you can never drive again period (legally).

Any time you are pulled over driving a car without a license, the car is automatically impounded (unless it was stolen), and you get time in jail. This time increases quickly (First time would be fairly low, maybe a month, next a year, and then if you do it again you get sent to a prison where there are no cars, but you can still work etc, you are just in a forced/controlled environment (part of what you make goes to pay for the guards etc, so it's not too expensive to maintain). Security isn't high, but if you escape, the next time you go to a more hard core facility.

Prevent danger to others, but give people the freedom to be a danger to themselves if they want basically.
