I know this is an unpopular opinion but I thought Picard was on the whole boring because every single decision he made boiled down to "The Prime Directive tells me to do this." It made a lot more sense for him to be an Admiral rather then a Captain, Captains have to bend the rules and make the tough decisions from time to time. --- I am a senior software engineer.
