Arrest anyone with refusal to get rid of obsolete guns. I don't see how this is different from the 'outright ban all guns NOW' idea that's thrown around nowadays, which, while it worked for the world, wouldn't work for America since guns are already widespread. There's no way this can be properly enforced, what with the tons of guns already in circulation and hidden away somewhere.
