Goosebumps is an actual physical, visible reaction, with a tingling sensation usually regarded as neutral to negative.

Tbqh, the thing you're talking about, someone exclaiming "it gives me goosebumps!" isn't really even accurate since people saying that usually don't actually have them. It's more likely they're feeling ASMR instead.
