The whispering stuff doesn't do anything for me, and I think for some people it's just a sexual thing rather than what ASMR actually is supposed to be. And some people don't have it at all. Some people experience it from sights, some from sounds, some from smell even. And while I can't say no one gets off to it because the internet is a fucking big wide place (there's probably people getting off to this thread lol) the general population that watches ASMR vids tend to be female and watch them for relaxation, not sexual stuff. Tbqh, the thing you're talking about, someone exclaiming "it gives me goosebumps!" isn't really even accurate since people saying that usually don't actually have them.
