They didn't do it perfectly, and it's still possible to have dynasties such as the Patriots under Brady, but it doesn't become a matter of a select few teams buying woo the top talent simply because they have more money. In some sports that matters more than others, like the MLB for example you can't simply buy wins like that, otherwise the Yankees would have been and still be winning every single season every year ever considering they spend by far the most money.
