I'm sure it's some bullshit way Forntnite had to be coded, not necessarily a deliberate attempt to block it. My guess is Fortnite accounts are placed into one of two categories: PC/Xbox/Switch or PS4. Since PSN will not cross-communicate with Windows or XBL, a "PS4" Fortnite account is basically locked out of PC/X1/Switch. Epic would have to code some kind of account transfer middleman software to allow you to use the same progress across those two categories. It's really not any different than complaining that you can't access your PS4 Dark Souls character on Xbox One.
