I can't credibly source this, because these illegal tactics are intentionally hidden, to circumvent the law.

Fair enough. This story came from a Sheriff's Deputy in a densely populated county, who was railroaded by his superiors for questioning the legality of this practice. I said that I can't credibly source this because, for all intents and purposes, it's hearsay.

I cannot provide further evidence than that.
