There's no way Pence is clean in all of this. He'd have to be a bigger moron than Trump to have not known anything that was going on, and doing nothing to stop it is aiding and abetting which makes him an accessory. Worst case scenario is Ryan briefly takes office and appoints a new VP before resigning to take up whatever executive/lobbying offer he already has lined up.
