I don't consider it very likely to be an outright lie, but I do seriously doubt it'll be possible to prove to any legal standard. The timing of the release of it was definitely a political move, but given that that didn't come from the alleged victim, but a third party who leaked the information without the victim's agreement, I don't feel it has any impact on the credibility of the accusation itself. The only thing it says anything about is the motives of the person who leaked it - and a truthful accusation is still true even if there was an ulterior motive for revealing it. --- ...
