To be fair, Dumbledore is the one who raised the army to stop Voldemort the first time and was the owner of the Elder Wand. He influenced arguably more people than Voldemort did... just putting out the argument.

Thats true but owning the Elder Wand didnt influence the wizarding world at all. First off it was a myth and secondly it was a myth that no one knew off (for the most part) nor believed in. In the end Harry broke it and chucked it off a cliff, so having that didnt do anything.

Raising the army was influential but Voldemort terrorized the world for like 11 years and even when he was gone he still had the world terrified of his name. When he came back he essentially took over for a second time, albeit for not as long, and controlled the world like it was just a puppet.
