Which character ultimately "changed the world" more?

Dumbledore didnt change shit for the world. He was just the headmaster of an important wizarding school. If he accepted the role of head of ministry of magic sure but in the end he was just the person that Voldemort had a grudge against (aside from Harry).

To be fair, Dumbledore is the one who raised the army to stop Voldemort the first time and was the owner of the Elder Wand. He influenced arguably more people than Voldemort did... just putting out the argument.

Didn't dumbledore stop grendelward too? He's like the US to Voldemort's Germany.

He did do that too, but sounds like Grindelwald wasn't as much of a threat as Voldemort became.

Thats true but owning the Elder Wand didnt influence the wizarding world at all. First off it was a myth and secondly it was a myth that no one knew off (for the most part) nor believed in. In the end Harry broke it and chucked it off a cliff, so having that didnt do anything.

Raising the army was influential but Voldemort terrorized the world for like 11 years and even when he was gone he still had the world terrified of his name. When he came back he essentially took over for a second time, albeit for not as long, and controlled the world like it was just a puppet.

Depends on how you look at it. He did play a pivotal role in defeating Voldemort and thus bringing one of the biggest changes to the Wizarding world.

Probably Voldemort. But people acting like Dumbledore didn't have a massive influence have clearly never read the books.

Dumbledore ended the wizarding world Third Reich.

Dumbledore raised the first and second iterations of the Order of the Phoenix to fight Voldemort.

Dumbledore did the research and came up with the plan to take Voldemort down.

Voldemort borrowed a lot of ideas from Grindlewald and basically turned his campaign of outright wizarding supremacy into a kind of cold war, but he is defeated both times before his mayhem spreads beyond the UK to the rest of Western Europe. Also his active years are much briefer than Grindlewald, who had the better part of his lifespan to set his gamelan up before Dumbledore decided to challenge him.
