Dumbledore did the research and came up with the plan to take Voldemort down. Voldemort borrowed a lot of ideas from Grindlewald and basically turned his campaign of outright wizarding supremacy into a kind of cold war, but he is defeated both times before his mayhem spreads beyond the UK to the rest of Western Europe. Also his active years are much briefer than Grindlewald, who had the better part of his lifespan to set his gamelan up before Dumbledore decided to challenge him.
