Incorrect. WoB enemies still appear on the Veldt in WoR, as long as you encountered them naturally during WoB.

now i dont know what to believe lol. I'll try to get as many as i can then create a second save i guess lol

This is your Rage Bible. Specifically, section 6.2 details how enemy packs are encountered on the Veldt. You'll want to study this closely if you actually intend to collect all of Gau's rages. I mean, I've played the fuck out of FFVI - it's probably my most-played console game of all time. I have never had a complete Rage list. I've been close, and my current work in progress "perfect save" on my SNES cart has all but two. I've spent probably 20 or so hours looking for just those two monsters. But you have to make damn sure you encounter everything your first time through. My advice is to print off a checklist and physically check off the monsters you encounter. Maybe even start over. I mean, there's a couple easily missed monsters on the Phantom Train. There's the Narshe security checkpoint, which has a rare encounter with a second monster. There's a couple hard to find overworld creatures in WoB.

The one thing that isn't an issue is WoB monsters on the Veldt in WoR.
