Yes it is. The controls are responsive.

That's not what the quote is really talking about.

The controls are responsive but they're slower and more deliberate. There's nothing like doing a quick long jump in Mario or snapping the Axe to your hand in God of War.

It's more about how some games have this immediate satisfaction to controlling the character. Red Dead 2 isn't that style of game. Everything is much slower and deliberate. To shoot a guy you're loading up the weapon wheel and you're shooting when Arthur gets that weapon out of the holster. To loot a body you have to watch Arthur bend down and search through the pockets. To pick stuff up you have to hold onto a button for a couple of seconds even if there's lots of stuff to pick up. To skin an animal you have to watch Arthur go through that process.

Look at the difference between a fist fight in something like God of War or RDR2 as another example. In God of War it's designed to make you feel like a powerful badass. Your punches are strong, fast and make big impacts. A fistfight in RDR2 is almost the opposite.

It's not a snappy game at all. That's what people are talking about. It doesn't mean that you have poor control over Arthur (although I've experienced some wonkiness with the cover/climbing system personally).
