At the time my reaction was basically along the lines of, "Hmm, why DO we still do things this way? It seems like there are a lot of better ways to handle citizenship that wouldn't constantly encourage birth tourism." The interesting part is that most nations in the Americas have policy along these lines, while very few nations in Africa or Eurasia do.
