This was likely done to help lower Super Smash Bros. Ultimates rating. For comparison, Super Smash Bros. for Wii U was rated E10+ by the ESRB, while Xenoblade Chronicles 2 was rated T. It was definitely to censor the art and try to avoid getting that T rating. A different spirit artwork of Camilla from FE Fates was also censored, editing her top to remove her cleavage, and there might be other censorship changes in the spirits that I haven't seen yet as well.
