The article seems to imply the biggest problems are heroin and crack bundled with a massive homelessness problem, not prescription pain pills.

It doesn't help that the money SanFran is using to fight the problem is coming from an old fund that used to divert property tax to public schools. Throwing more money at the problem doesn't seem to have helped. It just draws more homeless to the area and the dealers are having a field day. Like or not, they need a tougher police presence to crack down on the actual dealers if they want to have any shot at treatment for addicts sticking once they've been released.

most dont wake up one day and say 'huh, i'm gonna go try heroine today!', its something that they start because they cant keep getting enough prescription drugs.
