It's not necessarily the studio's fault for the animation, just compare Kill la Kill and Ninja Slayer for an extreme example. The animation in episode 1 is bad, but it gets better. Garo has some decent fights. It's certainly not unwatchable. Dragon Ball Super was hugely popular despite being cardboard and repeated frames. I don't think the direction in OPM Season 2 is as good as DBS, but certainly the animation is up to par compared to other contemporary anime. On top of that, the art has never been the draw of OPM. It started as a webcomic drawn by an amateur. If you watching OPM for the art, you're in the wrong series. Check out Mob Psycho 100, check out Ping Pong the animation, go to an art gallery. One Punch Man is about a man struggling with being too strong, it's all about the humor and characters and that's still there. Finally, manga spoilers: this is, by far, the worst part of the manga. If any part of the anime has to have lower quality, this is the best part for it.
