Oh and quick question..

2 save states means you have two separate 'files' (A and B) you can save to and load from. You can only load from a save state once before you have to make a new save state, so no having one ten years in the past and one yesterday and loading between them forever for example.

What the fuck is even the point of having 2 save states if you can't save on both at the same time?

The old save deletes itself when you load it, essentially. Not quite so broken, still impossibly useful.
