Tampering with consumer products is a serious crime. Incredibly serious.
The charges reflect that.

a fine or probation. unless shes deliberately trying to spread a disease it just seems egregious.

Opening this law up to grey area is not an option.
It has a minimum sentence of 2 years, to act as a deterrent. To send a message that under no circumstances is tampering with consumable products okay, no matter how innocuous.

These tampering laws were developed in response to someone tampering with a consumable, killing people, and inspiring copycats to do the same.

This woman posed a public health risk, and inspired others to do the same.
It's especially worse because what she did involved bodily fluids.
