The problem lies with society trying to act like kid-friendly and adults only are the only ratings.

When Gremlins and the second Indiana Jones movie came out, parents complained about the violence. So, Steven Spielberg went to the MPAA and suggested a PG-14 rating. So, now, we reaffirm that parental guidance means parental guidance by stating that a film might not be appropriate for children. And as for the original parental guidance rating, it lost all meaning because (non-excessive) violence, mild profanity, and teased sexuality all belong to the PG-13 rating. So it instead became the dividing line between kids movies which might be acceptable for parents to sit through and kids movies that are happy sunshine sing-along fun land.

If anything, G and PG need to be swallowed up into a singular rating. Just call it E for Everyone like they do with video games. Parental Guidance under 13 might be redundant, but at least it has a suggested age of maturity so that we don't wind up with parents asking why there's violence in a movie which they were forewarned might not be acceptable for kids. It's ridiculous that we live in a world where the live action Grinch movie will have the mayor unknowingly kiss a dog's ass just so that the movie can escape the dreaded G rating of doom.
