Not really. Before it was introduced there was a need for something in between PG and R. There were many PG movies that were on the borderline of R, some even containing nudity, while some PG movies were pretty tame. So they introduced the middle ground PG-13 which is usually a little more profane than PG allows but not super explicit like R. Or a little more sexually crude than a PG movie allows. So no, PG-13 was a pretty neccessary introduction and I dont think it's redundant at all.

Now E10+ for video games I thought was redundant. They already had a rating for children's games (EC) and a rating for teens before mature (T). E was perfectly in the middle. Dunno what E10+ accomplished.
