Basically they used to follow them around, and do minor things like release air from their tires, steal mail, etc. To basically make protestors seem like they were crazy paranoid and to discredit them. The us government bwing involved in MLK's death is one I haven't researched much but seems like it could be in the vein of what you're looking for.
