Basically they used to follow them around, and do minor things like release air from their tires, steal mail, etc. To basically make protestors seem like they were crazy paranoid and to discredit them.

If anyone is ever in Berlin and interested in shit like this, I highly recommended the Stasi Museum. A bit out of the way compared to everything else you'll want to see in Berlin as it's in the old headquarters of the Stasi, which was disguised as a normal block of flats.
shit ton of info about the how and the why on what's mentioned above. found it really, really interesting.
