Namely Rotator, Minotaur, and Cobalt. I'd imagine from at least a marketing perspective they'd want those bots in, especially Minotaur, but I'm not sure what three 3-1 bots get cut. Unless they throw all 3 of them in the rumble, which holy hell that'd be a sight. Even then at least 1 of the 3-1 bots would not make the cut (and likely also be put in the rumble), and I'm not sure who that is.
