That's mostly just due to one of the biggest fundamental flaws core to the entire series at this point. They insist on reducing the time-to-action to near zero, which means you can't really pull the spawns away from the action, which means you're forced to make them semi-random based on where everyone is, which means maps have to be somewhat chaotic by design, which means snipers in a corner will never be surprised and will almost always find someone looking the wrong direction.
