Only way Ive found to compensate for this is to have a decent conjured buddy to draw aggro while abusing the enchanting skill to make it cost nothing to cast Destruction spells. Which is fine if you don't mind a long fight but you're still strafing about casting endless amounts of fireballs which do about as much damage as throwing peas.
