The dropping of nuclear bombs on Japan was a demonstration of the US' ferocity. A display to our would-be enemies of our destructive prowess. Two bombs were deployed, showing the world that the US would not hesitate to initiate multiple nuclear attacks on opposition. Then the Cold War happened and the Cuban Missile Crisis, forcing the US to form the Nuclear Regulatory Commision, which essentially polices who can have atomic weapons and who can't.
