So bottom line unless you can fine detain each subject with their now sugesed 12 foot of distancing giving them benefits would probably be the best until a vaccine is developed then let the left vs right fight it out.

Or just give them nothing then when they do what they have to do to survive, blame them for spreading the virus and use it as a motivator to enforce immigration law.
