As a Seasoned grappler theres absolutely is a way the cop on top could have pulled the child off the cop and subdued him with the punches smh I wholeheartedly agree. As a bouncer and a teacher I have to subdue people without striking quite often, so I know it can be done. Im just pointing out, like a couple others, that there is no context to why they are all on the ground trying to subdue this person.
