It would seem they judge enemies being killed by an attack pretty poorly, which is why sometimes they'll attack the 1 instead of the 3 because they think the attack at the 3 by the previous units will reduce those numbers. If you put Fran on top, a lot of times she will just go for the most amount of units able to be attacked.
