The initial terms being discussed is an initial payment of $15-$20 trillion to the descendants of American slavery specifically. Also not to be racist, but if you cut a check to most people, they ain't buying land, or starting businesses. They going to spend it like a stimulus check and it'll be gone in 2 weeks. Ultimately it's their right to do whatever they want with it. The former slave owners used their profits to gamble buy booze, prostitutes and create cities such as Las Vegas.
