Topic	to those who say "all lives matter", does that include black lives?

We've seen news of "cop talks down suicidal man with gun" (the guy is white), and then we have news of "cop fired for not shooting suicidal man with gun" (the guy is black). --- There is no "would of", "should of" or "could of".
