PCP is too dangerous and should be illegal though, but, I guess, if your willing to sign a waver and take it inside a locked room etc, even that could be allowed legally. We should stay out of what people can do to their own bodies, even dangerous drugs, as long as they sign a waver to not get medical attention and are kept behind a locked door etc until the drug wears off.
