I honestly believe they're a little higher than that. Korra's fine and all, but it's a perfect example of diminishing returns. Started out decent but by Book Four I was struggling to care. I think the chances are pretty good that these guys wanted to make big changes to the story/make it more like Korra/make it something completely different. Netflix countered by saying "just make it like the original show" and they balked. There's no reason Netflix would be against a live-action show that sticks to the original; what they would be against are showrunners who want to transform their content into something different than what they signed up for.

EDIT: All that being said, I have zero faith in a Netflix adaptation that sticks closely to the original WITHOUT the involvement of the original showrunners, so the project is just screwed at this point.
