Given that Black Panther is completely covered when in costume, it's possible that the character could go supporting cast exclusive -- at least for the time being.

When the voice actor who played the Lone Ranger in the radio broadcast died, they hastened together a plot in which the character was wounded by a stray bullet and couldn't speak above a whisper. Three weeks later, the character "regained his voice" and nobody minded that it was different.

A similar approach might work if Black Panther receives cameos in Shang-Chi and Spider-Man 3 without ever removing his mask. By the time the character takes his mask off in Black Panther 2, we're accepting of the fact that he's no longer played by Chadwick Boseman.
