Often, yes. In most elections, candidates almost always win their home states, and it's why it kind of becomes a point of mockery when they don't.

"If the people who know him best won't even vote for him, why should anyone else?"

That kind of falls apart when the person in question hasn't lived in the state in question for several decades, though. One's "home state" is typically the state where one has spent most of one's career, since they are indeed in a better position to know the person and what to expect from their politics.
