He did. And it's explicitly canon that the elves know and accept this.

The Thalmor don't suppress Talos worship because they think it's wrong. They suppress it because they know it's right. The point is that, if they can deny Talos, and deprive him of all worship, it may kill him, or at least drive him out of the pantheon. And their assumption is that, if they can accomplish that, they can bring about the literal end of the world.

The elves believe that they were immortal god-beings before the creation of Nirn, and that Lorkhan forever sundered them from their own divinity. But if the world ends and Mundus is broken, the elves will be free.
