CS3: He's a reporter who spent a good chunk of CS3 suffering as Vivi's minder. He intro'd in Crossbell tho so I'm actually a bit surprised you haven't met him but I don't feel like scouring NPC videos to see if he didn't show up until later but I thought he was just one of Grace's coworkers. pyre might have a fresher memory.

We can't visit the Downtown District, which has now been renovated to house the higher ups in the Imperial Army. Now it's called the Uptown District, go figure. And now Neinvalli is on East Street, to boot (although was it already there in CS3 since you couldn't go downtown there either?)
CS3: Yeah, Downtown District was closed for renovations when you visit in CS2 and Neinvalli was moved to East Street back then. It wasn't clear what it was being renovated for at that time though so what it became is new info.
