It was just saying that if a Republican could manage to make inroads in that area of Virginia, the rest of the state being red would be enough to carry them across the finish line. I don't think that's actually at all likely given how hard and total the rejection of the GOP has been there these past few years, but hypothetically if some Republican could do well there they might have a chance.
