City improved the combat
That's about it
I don't even think it did that

City's approached to "improved combat" was "Just add about 3 times as many enemies and give them all gimmicks with 1 specific thing you have to do to take them out." which was padding more than an improvement.

And didn't even make sense from a story perspective...

Why are groups of snipers walking in circles atop buildings? Why the gun cases alarmed? That makes sense in an Asylum where the guns are for guards in emergencies. But why is Strange giving the Joker alarmed gun cases?

Why are thugs walking around with car doors and cattle prods? And why is it fun to handle mobs exactly the same was you always would only now you have to jump on one or jump over one first?

Asylum vs City is one of the best examples of the entire "Quality vs Quantity" stance. Asylum goes "Here's a short but great experience." and City goes "Here's loads of shit, stuffed until it's pouring out of every creek, more more more more! More villains! More mobs! more Riddler trophies! More Commutes! That means its better right? Having more of it!?"
