By a huge degree. Hence why the people he has actual fights with are not human beings with no powers. Superman's enemies aren't really any different than the average superhero in terms of how capable they are of putting up a fight against him besides that his top rival can't, but the whole thing there is that Superman wants to take Lex Luthor down in a way that doesn't end up with headlines reading "Billionaire brutally persecuted by evil alien pretending to be hero!" --- Meow! ...
