As I've said multiple times in other topics. There are lots of things I believe trump should've been impeached for (as well as pretty much every president im lifetime). This doesn't pass the test in multiple ways. One being that the dude is out of office. But arguably more importantly, nothing trump did qualifies under the quoted text above.
