Right, but since you have to do the Shines in a set order, you end up having to collect a set number of Shines to unlock the final level anyway since I'm pretty sure you can't sequence break on Shadow Mario. But the number of Shines doesn't matter at all for beating the game. You need 43 Shines to unlock the last level (unless more sequence breaks are found), but that doesn't mean any set of 43 Shines is enough.
