I mean, Paradox game often *do* allow you to engage in colonialism and genocide, but generally in a way that's very flavorless and hidden. Stellaris is the one Paradox game that's up-front about you being a monster, what with enabling you to commit widescale genocide, blow up planets Star Wars Empire-style(you can also disintegrate all organic life on a planet or merely encase the doomed world in an unbreakable shield). The most recent expansion, Nemesis, allows you to go even further: Insofar as it allows you to "Become the Crisis" and construct a device called the "Aetherophasic Engine". This device is powered by the souls of your victims and by the very stars themselves: yes, you can literally destroy stars! When it's complete, your species ascends to a higher plane of existence, at the very modest price of annihilating every star in the galaxy(and thus all remaining life in the galaxy) you haven't blown up already.

Shin Megami Tensei games also allow you to engage in some pretty awful stuff, as a rule.
