The parts for the one near me were stolen so the water department turned off the water to the hydrant because they could not turn off the hydrant. I found a quote made by a community activist in Englewood neighborhood last year saying open the hydrant for a few hours. nasty sarcastic laugh here They really do not understand the cost of processing, testing and pumping water.
