So if you just stuck a wiener in a taco, it would be an incomplete taco?
You phrased the question in a confusing manner. A taco is a completed taco. The addition of a hot dog into a completed taco doesn't make it less of a taco. If you meant a hot dog in just a taco shell then it is incomplete.

What if you put an array of hot dog toppings on top of it to complete it?
Already stated above. The inclusion of condiments would qualify as a mixture.

On another note, do strudels count as rolled tacos/taquitos?
There are some distinctions. A taco is open. A taquito is rolled over itself leaving a flap. The outer structure of a strudel is usually continuous. Tacos and taquitos are made by adding a filling to an already prepared container. The container of a strudel requires further preparation after the filling is added.
